How do I attack innocents?

Hi
Just a query regarding the game controls, I cannot figure out how to attack somebody, who is neither aggressive towards me to begin with, or cannot be provoked through dialogue (including those who you've befriended through dialogue).
Now I realise certain AI characters are required for quests and sidemissions, that doesn't concern me, its all the hundreds of nobodies wondering around serving no other purpose.... I cannot communicate with them past a single line of random dialogue, I'm fairly sure the majority of them aren't a part of a mission, so why cant I slaughter them if I so desire?
