Alval Uvani of Skingrad (SPOILER)

What's with that grouchy ol' fart in Skingrad? It seems strange to me that he just won't talk to me at all other than his "I have no time for your pathetic attampts at small talk. Now walk away, before I get NASTY" - and... that's it? All this time I've thought he must be part of some quest, but I just now realized he doesn't have a little crown thing on him... hmmm...
Has anyone done a quest with him in it? Is he part of some club I don't belong to yet? Has he ever talked to anyone? Just curious...
