Other Dark Brothers (spoilers?)

So I was in the top level of the Vivec foreign quarter, and I ran into Khajiit by the name of Tsrazami. I noticed I could talk to him about the Dark Brotherhood, and had to bribe him til his disposition was about 70 to get anywhere. I asked him to tell me about said brotherhood, and he accused me of being morag tong (of which I'm not a member). I also tried telling him I wanted to have someone killed, and he basically laughed at me. Has anyone else encountered this with any other... unexpected npcs? Does this have any importance to the story line? I haven't done anything with Tribunal, except for being attacked several times as a lowly level 2-3.

Wait a tick.
You say he was on top of the foriegn quarter? As in on the roof?

I know the NPC you mean. He's in the Foreign Quarter Plaza wandering around. I've had the same dialogue with him, and wondered about it myself.
I have the feeling it could be some loose end in the game that the developers left uncompleted.

I don't think it's a loose end, but I'm extremely confused.... I talked to Miun-Gai, the enchanter and got him to talk to me about this Khajiit preson. I don't really want to give too much away, but I'm so confused because now he's agreeing to meet with the grandmaster of the morag tong. But I am in no way affilliated with this group. Anyone ever gone down this line before? I just want to know if following it will have any repurcussions. Well, I guess it's a seperate save file and off to the arena I go.

its a morag tong quest, to talk to him and get him to talk to eno hlaalu(morag tong grandmaster) and you don't have to be in the morag tong to do it. iv done a few morag tong special quests without being in them. this is one of them.

Ok, I think I got it figured out. I just wanted to know if it would mess things up if I followed it through. This game is like that sometimes. Thank you muchly

Ahhh... That clears things up!
Good to know, it was one of those little mysteries, and since I've never joined the Morag Tong I likely wouldn't have figured it out.
