While I was doing the Blood of the deadra quest i went to azura's shrine to get her star (since im not a soul collector type). After i killed the vampires i went back to the shrine and i couldn't use the statue, and i could walk through it!

My friend said this has happen to him and after a while it was usable, but i've waited almost a week for it to work now. I can't tell if its my xbox or the disk or if it's a bug. I'd appreciate some help, Thanks.

I've had some weird temporary glitches like that. Somtimes it's enough just to fast-travel to a different location and back, and it clears up. Somtimes you need to wait a few hours or days in game time. But almost always, if I save the game in a new slot, shut it down, re-start and load the game it's back to normal.
