I'm confused. I have 100% Shield (through various enchantments) but I can still be damaged by normal weapons. So, my question is what is Shield?

Are you blocking? If you're not, you just get a few additional armour points (up to a max of 85% damage reduction). I've never been at 100 block skill myself, so I'm not sure if you'd take damage by that or not. However, if you still take damage while blocking, it's still a lot less than you'd get by not blocking, so you still gain from it.

And to defend against magicka you need a lot of willpower. It has nothing to do with the block skill afaik.

Are you referring to the Shield spell? Because if so, that helps block incoming physical attacks, as Quzatch wrote. Spells that will help you with magical attacks are those involving different forms of resistance. (I don't remember at the moment whether reflection was taken out, or left in, as it was in Morrowind. Regardless, it's a great spell for magical protection.)

I was refering to the Shield spell, as fable said. But I have 100% Shield. Shouldn't that mean that I can't be damaged by normal weapon attacks?

No, it just means the Shield spell is 100% effective for its type. It will lessen some attacks, but it doesn't make you impervious. Otherwise there would be a lot of impervious NPCs, out there. :D
