TNO stutter walk w/ certain tattoo

I was wondering if anyone else has run into this bug where if you equip "tattoo of the lost incarnation" TNO movement becomes hampered. Once you remove the tattoo, his movement returns to normal. No other party memeber is effected by it, only the TNO when it is equipped. Unfortunately this is an extremely useful tattoo since it gives you that extra regen. Made a short vid with Fraps:

This is so far the only major bug I've run into while using latest patch & Planescape: Torment Fix Pack v1.37.
