What cave or ruin has ghosts? i need 5 ectoplasms for a quest.

You could try the 'Forelorn Watchman' Quest. Go to Bravil for the quest. Or if you already did it: go back to the Mouth of the Panther, the ghosts are back after a day or two.

Or... you could buy the house in Anvil, Plenty of ghosts there. To trigger the ghosts, you have to buy the house and spend the Night.

Where exactly is the watchman quest??

Bravil, iirc. It's a random quest.

i just go search caves and forts and i usually find 20 ghosts or higher level ghosts per cave or fort.

in the anvil docks one of the boats has a woman on it asking for her crystal ball do that and there are 5 ghosts between you and the ball

just get a silver one imperial city guards have them if you need one

Chapels are good

Try any city chapel undercroft. If you can break in you'll usually find some ghosts in the place. Of course this may be against your character's lawful preferences. And you'll have to use at least silver weapons against them as described above. Normal iron or steel will be useless.

oh do dwarven and stuff work aswell i thought it was just silver

By the time I've encountered silver weapons in loot drops I've usually had something magical that was better to whack them with. I think the weapon of choice against ghosts must be either silver or magical. The magical item doesn't require any charges to be effective. A 'dud' magical weapon is effective against creatures like ghosts.
