Well the question is clear enough. (outch, may be not I mean level up)

Here's a second one:

Could you give them armors and weapons? (If how)

They are die like flies if I take them with me... (Why should I take them with me? They are only causing trouble, but they can carry stuff for me)...

Do you mean, like the Adoring Fan you get when you win all the Arena quests ?? If so, I don't know.
But in Morrowind, there was Dracandro's Voice, which allowed you to command people of your faction lower ranked than you, and there were Personal Guards with weapons and armor you could take and give.

Maybe there's a mod like this for Oblivion. I dunno.

Yes the fan or Brotherhood - mage guild members that can travel with you...
