ok say i want 2 enchant something and i want it to be constant like lets say fortify magic constant how would i do this

The enchantment process is detailed pretty clearly in the manual. As far as constant effects go, you need a very "high level" soul in a soulgem to fuel them: a Golden Saint, or an Ascended Sleeper. Nothing else will do.
