mage staff question

when my staff is out of charges is there a way to recharge it, or do i just pitch the thing

Well,there are two ways:recharging it yourself or letting someone else do it for you.
To recharge it yourself-you need a filled soulgem or a Varla stone.Just use the gem and a panel will open where you can see different items available for recharge.
To let someone else do it-Some persons can recharge your magical items for a fee.Usualy they are found at mages guilds,but i suppose there are more.

And remember that the above also goes for enchanted weapons.
Having an item recharged is quite costly (I believe it is 1 gold per charge).

how do i put a soul in a soul gem?

Well, first you need to a soul gem. You can buy or loot them. Then it needs to be filled (if it is empty) with the soul trap spell (do a search for more info on that).
Once you have filled soul gems, simply click them in your inventory as if equiping them. You will get a dialog where you can spend the soul to recharge an item. Remember that the soul gem is lost when used.
