On some of the loading screens it says that the dark brotherhood sanctuary in Cheydinhal was only one of the sanctuaries across the imperial providence. Is this true and if so where are the other sanctuaries?

After mastering the assassins guild I can only say that they're are not multiple sanctuaries. It seems to me that each speaker is in charge of a sanctuary, the Cheydinhal one being the responsibility of Lucien Lachance. Perhaps that is why the locations of the other sanctuaries remain hidden.
