Renewing Enchanted Items

How do you do this? I have gone to repair shops and they don't seem to recharge it they just recharge its durability. Thanks

People at the Arcane Uni can do it, as well as some other mages in the other MG locations.

You can also recharge magic items yourself:
- Equip Varla stones found in Ayleid ruins, or
- Equip soul gems that are not empty. (The bigger the soul, the more points are recharged)
And for those of you who like the spoilers, a related tidbit about Azura's Star:
Azura's Star, recieved for completing the Daedric quest at Azura's Shrine, functions like a soul gem, except it doesn't disappear when used to recharge an item or enchant an item; instead, the soul inside it is used up and it returns to the 'empty' state again, ready to be refilled by a soul trap spell.
