Morrowind no loader (plz help)

When i start up morrowind i dont get that screen that lets you select mods and stuff from the data files. The game just starts up and I can play and all but just w/o the mods and stuff i want to use. I have completely removed the program and reinstalled it and the problem is still there. (GOTY with the Xpacs also)
I have posted this same problem in the morrowind area and someone told me to post it here.
plz help with this subject, im sure im not the only person having these problems.

Go to your Morrowind Directory (I.E. C:\Program Files\Bethesda Softworks\Morrowind or something like that) and hit morrowind Launcher.
Dunno if it works, but if it does, right click and make a shortcut on your desktop.

If you want to go the more advanced route, consider downloading
TESTool. It will handle the proper loading of all your mods, and it has the added advantage of checking any mods you wish to run against the game, to see if there are any scripting errors or difficulties. If so, it removes these, without affecting the mods in any way. It also groups like objects among mods and the game, so that endless duplicative lists aren't being loaded, which can slow things down.

So with TESTool i can load the plugins with it and they will run in morrowind b/c i cant check them in the mod screen thats supposed to load up when u click the icon and dosent?
