I found Cerebus's Band in the trinket chest in the dragon breeding grounds. Great, so I equiped it. To my dismay, or at least irritation, I noticed that the mods on the trinket didn't affect the attributes on my character screen. Speed and strike were the 2 that I noticed didn't work. I checked a couple of other items and found that damage and resistances work.

I'll check this some more tomorrow and find out if its just this band that doesn't work or if these (and possibly other) skills don't work on trinkets or rings.

... or if the game simply isn't displaying things like speed and strike correctly. There probably isn't a good way to tell.
