What's the ankh symbol above people's heads?

With two of the characters I'm playing, a Ventrue and a Malkavian, I see an ankh symbol above particular human's heads. However my Treador doesn't see it. I'm guessing that it tells you whether the person has quality blood?
Also, what determines whether you see the symbol or not?
If this answer is in the manual, I missed it.

Discipline
If your active discipline has targetting, then the ankh shows the person as a target. disciplines with no target do not show people. in fact, as you can have accident masq violations, it pays to select a non-target discipline when in public in case of accidental mouse-clicks.

There is also an option in the Options menu that allows you turn the targeting icon off.

Darned inconvenient
how do you trance, suicide, bloodboil etc people if you cannot target them reliably?
There is nothing more inconvenient than an exploding street-walker.

That's the reason that targeting aids are normally turned on by default in all kinds of video games. Working 'without a wire' so to speak is an advanced skill, for people who want the extra challenge of having to aim without help. There is always that group that doesn't consider themselves expert unless they can 'shoot from the hip' as it where.
