I am extremly early in the game, as in, in the sewers. I found the lift that is supposed to bring you back up and pulled the lever and nothing happened. The walkthrough did not say anything about this. Can someone please help me?

There are 2 lifts. one doesn't work and one is missing it's lever. The missing lever is beside the lift that doesn't work. D
