is it bugged.cause i have strgh 20 and shield requires 10 but i still have penalty

Hm, very low information about which shield you mean!
So, try to raise your light shield, medium shield or heavy shield skill!

Yes, like the mad said, you must put some adv. points to shield (light, med., heavy). If you are strong enough to wield it, the only thing that causes penalty is low shield skill ratting.

levels are about 10 (can't remember excatly)

Hm, I don´t have any clues ...
The values that causes penalties are strength and skill.
And the only shield I know, that needs a skill higher than 10, is the dragon shield! But this one needs a strength of 36.
Furthermore you said the shield requires a strength of 10?
Well, the only shield I know is the target shield, which you should have in your equipment as you start a fighter (or thiefs dropping down after killing them).
I think it needs a light shield skill of 4, eventually 5, but then all penalties should be gone.
Are you sure, the shield causes the penalties, and your skills will match the required values?
