I'm supposed to speak to the owner of the Red Dragon. When I go in the front door the snooty woman says that he's on the second floor and to have a nice day. So I chop her up into little bits, but I can't find an entry into the second floor anywhere. Nobody else talks in there except for the blood donor and the drunk guy. It has to be obvious and I'm still somehow looking over it.

This was annoying for me too, I couldnt for the life of me find the second floor, until I clicked randomly and figured out there's a button for an elevator on the backside of the woman that is snooty's reception desk thing (wooden stand to the right of entrence). It opens up double doors to the elevator that goes upstairs. She should just open it automatically, but it's bugged I'm guessing.
