I'm playing a 8th lvl Paladin, with a wisdom score of 14.
How come I don't get any spells?

Is your spell book screen empty? You should have access to first level and second level spells from that

You are pressing "B" to bring up your spellbook, and assigning yourself spells to memorise? And then resting, thus enabling the spells?
