First, what character class do you play? We need to know if we are to give you tips on fighting.
This fight is a tough one and you will have to make the best possible use of your characters abilities. I think you mentioned that you are a spellcaster earlier... which is the highest level of spells that you have access to?
Second: yes, in the back of that cave is pedestal with a Phylactery which has to be smashed if you don't want Vixthra to resurrect in a new body only minutes after you killed him. But afaik, you still have to kill him "by hand" at least once, regardless. Not 100% sure on the latter, though.

I’m playing an elf wizard just gained level 21; i have my golem with me and my henchman. Is it impossible to kill that thing as a wizard if at all? And I know about the room but it's seems impossible to defend from the fear he casts on me.

You dont' have access to items giving immunity to fear?
Try the various merchants and seeing if they have something you can buy.

If you are a 21st-level Wizard, then you should definitely have access to "Isaacs Greater Missile Storm". It's a 6th-level Evocation spell and THE solution for pretty much every single badass enemy out there. Never go without it.
It can do quite insane amounts of damage, and only very few enemies have resistance against "pure magical damage" - which it deals out (as opposed to fire, cold, lightning etc. damage) Especially when you maximize it, it will bring down almost any opponent in a matter of seconds.
(Maximized version of GreaterMissileStorm=360 whoppin' points of damage in one shot)
Of yourse you need the "Maximize" Feat to make use of the "big" version, but even the normal one will do about ~200 damage, which still is a force to be reckoned with.
As or the fear thing... an Amulet of Will would help to raise your chances of resisting it.

A maximized Missile storm does 240 damage
use a Greater belt of guiding light, that makes you immune to Fear and deathmagic.

Ah, correct... only the old description text on Gamebanshee here speaks of 3d6 damage per missile, but I remember bioware noticed the error and the spell has been updated to 2d6.
I had forgotten the actual value, so I looked it up. Hmm, then someone better go tell Gamebanshee their spell description is out-of-date?
