Now i've 2 warrior (9lv) that they do a level-up, but i see a strange thing:
their hp increase of 3, but they have 17cos and i've set "maxi hp for lv"!
It's the first time i see this....
I've IW+HoW+patch 1.41

what i can do?

You can do nothing; what you describe is the way the system works. It is NOT a bug.

Wit max HP enabled, warriors gain 10 HP per level, + their Constitution bonus. After they hit level 9, they only gain 3 HP per level and they no longer gain the Con bonus. It works the same way for every other class, as well. Priests gain 8 HP + Con bonus until reaching lvl 9 then get 2/lvl after that. Rogues gain 6 + Con bonus until lvl 10, and wizards get 4 + Con bonus until lvl 10.
