for thw quest in the blacklake district with punkin, where do you find "A Splinter Delivered in Flight" and this Oleff guy??

Oleff is in on of the side rooms in the Hall of Justice (the building you start and where Aribeth stands).
He will give you a quest to find the Tomb of Never (if you can persuade him or are a cleric I think).
Following the quest will give you some cerimonial items, one which is the question you ask for.

I'll not spoil more unless you ask for it.
