Question about Boots of Speed

On the description of the Boots of Speed, it says it "increases movement rate." However, I am also wondering if it also affects other things, like spell-casting or attacks? Also, does it stack with the haste and improved haste spells? Any help would be appreciated, thanks in advance.

Your character walks faster and I think his attacts are faster too (not sure though).
Spellcasting is definetly not affected by the boots of speed.

Theirs two haste spells one does attack and the other doesn't, go figure(always wanted to say that )

the boots only affect movement rate, i.e. speed at which they move, not attack, not spellcasting.
term for attack is "attacks per round"
term for spellcasting is "casting time"

Wrong. The boots give a permanent haste effect, while they are equipped, and heres the description of haste :
When this spell is cast, all creatures affected function at double their normal movement rate, gain a -2 initiative bonus, and receive an extra attack each round. Thus, a creature moving at 6 and attacking once per round would move at 12 and attack twice per round. At the instant the spell is completed, it affects all ally creatures in a 40-foot cube centered on a point selected by the caster (thus, creatures leaving the area are still subject to the spell's effect; those entering the area after the casting is completed are not). Note that affected creatures expend as much energy during this spell as they would normally in a whole day, significantly raising their fatigue level. This spell is not cumulative with itself or with other similar magic. Spellcasting and spell effects are not affected. Note that this spell negates the effects of a slow spell.
So, yes those with Boots of speed should gain +1 attack per round, though there are some bugs with the original boots, and the STATE_HASTED to begin with.
If you look at spell and the boots with Infinity Explorer, you will see what I am talking about. The only difference is that the boots do not add the fatigue when they are taken off, and the fatigue onset has a duration of delayed till the haste wears off on the spell.

Kesai isn't their a haste where the attack bounus is not there i've seen it im sure!

Did a recent patch fix the boots of speed, or are they still bugged with regards to att/rnd?

Boots of speed affect regeneration. I've tested it. With boots of speed and ring of regen you regenerate twice as fast. Try it out. Because of this I always put regen items on the people with boots of speed, instead of perhaps sharing the wealth. In addition to this, a nice substitute to a cleric is to pass rings and boots to heal party members during down time. You'll never need to use healing stuff except for hard battles every again.

Yeah we know and it works with all regen so slap on all regenerating item and you in paradice

I believe that, according to Baldurdash, the Boots were originally implemented as a Haste, but without the bonus attack. This apparently causes numerous problems, from failing backstabs to losing attacks per round. The Boots would effectively put you on double time, and slow you doubly in Speed Factor.
