I've got both pieces of the wizard's torc, i've defeted the Pool by the House of Gems and removed the sword from the dead lady starting the water to flow.

But I can't get Haldrin Ironbar to assemble the Torc with the Starstone. He is a ghost and all he will do is trade.

What am I doing wrong or what am I leaving out?

Am assuming you broke all the egg sacs around the Pool (you didnt mention that but I doubt that he would talk to you, otherwise) so the only other thing I can think of is to ask did you go to Ualairs Circle to actually try it out? The reason I ask is that the fixing happens so fast, you might not realize it had been done....just a thought. Otherwise, suggest you go back to last saved game and.....

if it was done, it will have the gem replaced on the item screen I think
