why do I get this message whin I go in too luskan in signel player! hmm why ??

Well - there are a few things to try.

Firstly - is your game patched fully? If not - update it, it will usually fix many bugs (unfortunally).

Secondly - Have you altered your character via editors, or played other modules with it? Some of thoese can "break a character".
I've seen some advice to try and remove the "Enforce Legal Characters" flag. This is done via the multiplayer game set-up screen under "New Internet/LAN game" -> "Advanced Options".
If this will work, I don't know - but it is worth a try.

And lastly - are you supposed to get into Luskan now? Have Aribeth and the spymaster (can't remember his name) asked you to go there. Sometimes, peoples game bug, and they can enter the area withouth actually have permission.

I will try that.. and yes Aribeth and Aarin Gend, they send my ther too go in luskan....
