Tattoo of the Deceiver - anything special that has to happen to get it?

I just finished playing through the first time and don't recall seeing it (didn't care, was a mage) but I was planning on using it this time as a fighter.. is there any plot/conversation stuff that has to happen to get this tattoo? When does it appear? Thanks a heap for any help.

The trigger for that tattoo is to buy the Tome o' Cheats or Sword of Wh'ynn from Vrischika, which are cheat items which were never completed or put into the game.
So it is impossible to get the Tattoo of the Deceiver (it has a hidden effect of -2 to Luck anyway).
