Use any item and swords?

At wich level can a thief gain the abillity "use any item" and what are those paladin swords you can find in Watcher's Keep

Your first question should be answered in your ToB manual.

I know but i don`t have the manual

The ability should be gained at 24th level (or at least the option for it)
