The info regarding Tomi's first quest...at... http://www.gamebanshee.com/neverwintern ... allows.php

states to give Tomi the Officical Document. The problem is I can't figure out how to give it to him. I can give him potions although not items.

If you talk to him though out the chapter each time you level up he will eventually continue a story.

At some point he will tell you what he is looking for, and at that point you can talk to him again and tell him that you have found the papers (if you have found them - of course )


You don't give quest items to him like potions - but via dialog.
