Where is he?

You know that dwarf down at the peninsula tels you that you need to know someone for him to open the chests for you.Where is he?
You are most likely at the "Never Tombs quest" as far as I can read.
To start it you need to talk to Oleff in the Hall of Justice , he is located in a side room to the main hall in wich Aribeth is standing.
