Called Shots?

Can anyone explain to me, as if I were a three year old, how exactly called (or targeted if you prefer) shots are made? In the manual it says that I'm supposed to right click on the weapon until a little target appears on it... but that never happened. When I right-click I get the options reload/single-shot/(burst fire); if it's a knife I get to choose between thursting and swinging, but not a targeted shot. I've tried with pretty much every weapon I've found, but to no avail...
I'm talking about the original fallout, btw

The targetted shot will look like a single shot with a (small) bullseye/target icon in the upper right corner.
You should have the options of a single shot, single shot with target, burst and reload when using a firearm.
Unless of course you have taken the trait that makes it unable for you to use targetted shots (Fast shot I think).

Isn't the Fastshot-trait so it costs a AP less to shoot/attack?

Cost 1 less AP to shoot, but you can't use Aimed Shots when you have taken it.
