Modem problem, network problem in Windows 98 SE

Yes, I have even more problems.
Firstly, my internal modem doesn't turn off when I exit IE6 and email program (Mail Washer). It used to ask if I wanted to disconnect, as soon as I exitted those programs before, but now it's just keep connected. I don't know why. How can I change it back? The Dial-Up connection setting is set to "Disconnect when it may be no longer needed".
The second problem is, I get message about msnp32.dll, which is not exist and Microsoft Network may not be installed (or something like that) at the startup. What can I do? I don't use networking (at the moment, anyway), but it's annoying.
