Attributes are 8 as base score then 30 additional points to distribute? I've seen so many different things that I have no idea.

If you have 10 as a base how many do you have to distribute? For just straight up humans because what I've heard about all the races has been constant.

You have 30 points to distribute, regardless of race.

I'm assuming that means that you would have base scores of 8's not tens as was mentioned as a possibility. Yes all classes would have 30 points to distribute but the aaismar gets +4 at the cost of one level. The Drow gets +4 at the cost of 2 (plus they're so evil) the tiefling gets +2 at the cost of one level, ect. As long as you don't want any stats either to 16, 18 or 20 depending on the race aaismar is in my opinion one of the better races. This is funny though because I've never seen a copy of the game.

I don't see this. I've got an Aasimar Priest whose stats when she started were 10/16/10/8/18/18. I used the racial boost to give her the +2 WIS and CHA, along with the Sunscorch cast one/day. She's worked out well. Sure, she's getting spells slower than she should, but she turns undead beautifully, the extra wisdom has meant better resistance, and she can use a crossbow very well.

Let me clarify. If you take an tiefling you do get +2 total points but you cannot do better than 16 on charisma. If you take an aaismar you may get +4 points but you cannot do better than 18 on int. So if you want a 20 on a stat that severly limits your choices. Or if you want an 18 that limits your choices some but not much at all. Almost all races can get at least 16 on all of the different stats the only exception I can think of is the deep gonme with -4 cha or 14, those things must be really ugly or smell really bad or something. I'll have a deep gnome paladin with 14 cha and an aaismar barbarian or rogue with like 8 cha. Just for kicks.

I started with a base ability score of 10 and then the game adjusted the base to account for racial bonuses/penalties, and then I got 16 points to distribute. Is this correct? Or should I have gotten more points?

A tiefling can do better than 16 on CHA; they just start with an 8 instead of a 10. It's a disadvantage, and part of the strategic game, IMO: working around the negatives of your characters, and maximizing the positives. So you *can* develop an extremely charismatic tiefling if you want, but it would work against the system. Sawyer wrote about that in an interview some six months ago or so, and emphasized that while everybody can do everything, you're better off playing to racial and professional strengths.
That being the case, I think aasimars are great for hitting an 18 or 20 in wisdom and charisma. My Lathander priest, for example, began with 18 in wisdom, and currently has a 20, there. I could have started her with 20, but that would have been too unbalanced, IMO--however, it's certainly possible.
