Construction set?

ok, what is the construction set guys? i keep hearing about it all over, is it in computer version, if so can i download a copy without owning the game on computer?
p.s. i have xbox version

its to make plugins for the pc version. it ould be pointless to have if you dont have pc version, and since it comes with the pc version i doubt it can be downloaded.
