I am nearing the end of Chapter 2 and am ready to head to Luskan to investigate the Hosttower. Aarin told me that once I go, I cannot leave the city and that I should prepare whatever henchmen I want to take. Does this mean that the other henchmen will not be available once I go to Luskan and that I need to pick now which one will finish out Chapter 2 for me?

Once you walk into Luskan you won't be able to walk out, and the unemployed henchmen won't follow you. So you're stuck with the one you bring in. All the henchmen will be available again in Chapter 3.
