Sneak Attack

Can I get sneak attack by getting a level as a Rogue if I am a level 10 elven Ranger at the moment? I don't want to waste a level up if I can't. Also if I do this will I face any penalties (since my ranger would be so far ahead of rogue). I apolagize if this is explained in the manual or other places but I have a hard time understanding all the rules

depends on your race.
every race has a favored class, if you are a dwarf its fighter, if you are a human its you highest class.
i suspect you are human, so the level of rogue will not hurt you except by loosing one point BAB.
and yes, you get 1d6 sneak attack.
i would recommend taking three levels of rogue, you get 2d6 sneak attack and evasion (really really good) together with loads of skillpoints.
put them in use magic device and you can use nearly everything, this skill is more than broken compared to DnD-rules, especially with the games tendency to take20 everytime.

Thanks for info. I am elven however not human so does this change things? I suspect it does. And pardon my ignorance what is BAB?

In that case, you'll get a - 20 % to your earned XPs since your two classes will be more than one level apart, and none of them is your favoured class (for elves that class is Wizard).
