very high constitutions will give you powers of regeneration. As for how high of a level, it really depends on a bunch of things. mostly, it depends on how you play and what quests you finish and how you finish. if you do every single quest and proceed through choosing the exact right dialogue trees, thank god for walkthroughs, then you can finish as high as a 20+ level mage there at the end. in my original game, though, i think i was about a 6th level thief and a 12th level fighter. later, though, when i went back through with walkthrough in hand, NO was a walking magic using tank--at least by the end. of course, the only one to fight by then is the main bad guy. oh well. it was still awesome to have all of those 9th level spells at my beck and call.

which main bad guy?
do you mean Trias or your mortality? (highlight to read)
I didn't fight the latter one.

My NO was a level 15 fighter thr first time I got to the end. Never noticed Dak'kon regenerating, though; he was 18 CON when I had him.

SPOILER>>>>>>>>>
the end guy that i mean is called The Transcendent One, the alter self of the nameless one. and you have to go all the way through and fight him, you just have to!!!! depending upon the way you fight the last fight, or even if you do fight him, the ending is great!!!! honestly, of all the games i have played, Planescape was the most satisfying beginning to end. and what and ending!!!

more spoilers:
No, you don't have to fight him. At least not if you forged the blade that can kill you when you visited Coaxmetall. Then you can just talk him into merging with you once again.

super spoliers!!!!! PLEASE do not read if you are not sure you want to know about the endgame.
There are several different routes to victory here:
Merge with The Transcendent One:
1. Threaten him with the Blade of the Immortal.
2. Threaten to unmake yourself with your will (min. Wis of 23).
3. Force him to merge with you (must have activated the Bronze Sphere).
Kill yourself:
1. Use the Blade of the Immortal.
2. Unmake yourself with your will (min. Wis of 23).
Kill The Transcendent One:
1. Unmake him with your will (must have activated the Bronze Sphere).
1. Kill him by yourself.
2. Resurrect one of your companions while talking to him; pick Morte first and
then pick Dak'kon (if you taught him the Eighth Circle of Zerthimon) or Vhailor
for the easiest time as they will both power up tremendously.
"The best ending" is when you merge with The Transcendent One, because you get
to resurrect all of your companions and talk with them before meeting your final
judgment. You see the movie Transcendence 1, revive your friends, and then see
the Finale.
If you kill yourself or The Transcendent One, you get treated to Transcendence
2, but you don't get to save your friends before the Finale kicks in.

WIS 24 actually.
There is also another way to merge with him;
convince him with Charisma 24.

actually you can resurrect all your party members. I dont know the minimum stats but before you go through the portal to ignus and the crystal, NO has to figure that transcended one doesn't want the shadows moving free. then while in dialogue with the transcended one you have ask him to save your friends. then mock him that he isn't powerful enough to resurrect them. after NO realizes that he has the power to resurrect them choose the dialogue option where NO says the shadows are running free. transcended one will check it, and while he's away you can resurrect all your party members. i have also heard that you can make the transcended one to kill himself but I'm not sure if that's true.

^ Right, to resurrect all the party to fight TTO you have to find the "Sounding Stone" in the room with the Crystal.
You can't convince TTO to kill himself but you can convince him to merge with you with 24 Charisma.
