I've been looking for the following and can't find them:

1.) A Jump spell

2.) An ebony staff, unenchanted

don't know about the jump spell, but the ebony staff is quite common loot from Golden Saints and i think Dremoras/Dremora Lords sometimes carry them. you do have to be high enough level to run into these though.
you can try summoning and killing them, but you have to be very fast to loot the corpse before it dissapears (and you run the risk of the game crashing if you do this). this is a bug though, so you decide if you want to exploit it...

You can steal a plain ebony staff from one of the towers in Ghostgate (think it's the Tower of Dawn, but I can't remember).

I wanna say I bought the Jump spell in Balmora, Vivec or Caldera (don't hold me to that ), because I had it relatively early in the game and didn't bounce through more than a few towns for a long time.

EDIT: If you're near a spellmaker and just want to save some time, open the console and type:

player-> addspell "jump"

This will give you the jump spell. You can then use the spellmaker to create a personalized jump spell and then delete the 'cheated' one with shift+click in the spell menu. No harm, no foul...

Sirilonwe, mages guild, vivec sells a jump spell. Note it has a different name.

That way of getting a staff out of the locked box upstairs is a way but save before you open the box cause it's totally random what ebony weapon u'll get. I don't know if u're up for reloading possibly a BUNCH of times but I guarantee after time u'll find a staff

Actually, the staff I found was somehwere in one of the tower basements and was lying on a table. Always a staff. However, you might need uber security/sneak skills (think there might have been a door or two with lock 100) -- I ended up pickpocketing keys.
