problems with the dialogues

everynow and then when i try to talk to an NPC it will constantly say he is busy, and it prevents me from finishing the quest cause it won't initiate the dialogues. anyone know what the problem is and how to fx it?

This is a known problem. You can find the
Bioware patch in this link.
