hardest tech problem ever, begging assistance

This isnt a repost i decided to post this here cause i thought i would have more cahnce for help

Between today and yesterday I have spent 7 hours racking my brain and coming close to a heart attack trying to figure this god forsaken bug/whatever out. The problem is I can't install SoA (so course that means ToB too) because when it auto-runs it says "Play" instead of "Install", this indicates SoA is on my hardrive but every single file (except portraits and saves) are completely gone. If i leave something out btw just ask ill be happy to answer, im gonna try tell everything i can about situation adn what i have tried.

Ok:
I realize the problem is the computer for some reason thinks SoA is installed (reason for this im thinking is i tried to reinstall SoA cause of another issue and when asked for disc2 and i put it in it froze, so it was 45% done when i had to reboot cause frozen) and to think its installed i figure it has to have some hook somewhere in hard drive. So i went into control panel right after that reboot with 45% installed and lo and behold it was in add/remove list, so i clicked remove. Asked if i was sure i proceeded and everything seemed to go fine. Then i went to explorer and found that dispite the OK and successful messages from uninstall nothing was deleted. So i manually deleted just the baldurs2 file then searched for "baldurs" on whole hard drive and all that remained were 4 files in applog so i deleted those 4. I didnt know anything else to type to look for elusive files so only other hook i thought SoA had left was registry, so i went into regedit and deleted Bioware folder. Now, I cant think of anywhere for the life of me that any other BG2 file could be hiding, i deleted my windows/temp just in case and recent to and emptied recycle (not like it matters) so i dunno where else to look. Strange things are happening too. Like i said before when i auto run it says Play not Install even though no files i can find for BG2 on comp. Also, if i go to setup.exe from explorer and execute the installshield bar comes up and loads BUT when its done i get the strangest messge, it asked me to confirm deletion of all files (like when you add/remove a program that confirmation) and when i click ok shows a box REAL fast jumps straight to 100% then nothing, does this EVERY time i use setup.exe, so obviously that wont get it installed. Same message also comes up when i try to remove it frm add/remove list, asked if i wanna delete all components i say ok it does it then DOESNT remove from list, same thing also happens when i click install from add/remove (cause that just executes setup.exe i think). sigh, this is the most annoying thing ever. I cant think of anywhere else to look for lurking files and i cant think of anything else to do, im lost. Please if someone out there has any ideas lemme know, sorry for the long post but tried to think of everything i could pertinent, thanks for help ahead of time, this has always been my favorite board since June :)

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
