I've installed ToB and I'm wandering when you should go to WK: before going to hell or after ToB starts (if it is possible)?

You can go there pretty much at any time. Some people like to clear the first level in SoA just to get the ammo belt. The game saves your progress in Watcher's Keep, so you can do part of it in SoA, then pick up where you left off in ToB. Just remember not to lose the items given to you by Brother Pol.
