Intelligence in BG, BG2, and StoA

I read in another thread that my intelligence of 7 will change dialogue and also disallow wands or scrolls (which eventually with Use any Item I should be able to use).

I don't want to talk like a cretin in dialogue.

So I rerolled a pretty good character, but I wonder if I can just go with my first character who has advanced maybe to 6 hours playing??

Extra credit: Where is the valuable blue gem? I found it in candlekeep my first run, but it is not in the little in this time. There is a chest I can't open, maybe I took different thief skills to higher open locks last time. It was worth 1000 gp and gave my character a shot in the arm of money.

Use any item doesn't negate ability requirements, so even with that you still won't be able to use wands etc. with an intelligence of 7.

PS You could use Shadow or Coast Keeper, depending on which engine your running the game on, to redistribute your ability points.

As for the gem, well there are some valuable ones upstairs in the pub, but they may be random.

I tried again on the blue gem with a thief who had 18 dex and specced first level points in locks and was able to get this blue gem which is worth 1000 gp.
