I've been seeing a number of gaming videos that involve console rather than pc versions of games. While I don't think any handheld console could ever best the accuracy of a mouse, I am quite jealous of the delicate cursor control they seem to have (forwards, backwards, strafe left and right).

For example, around the end of this video the player slowly circles a burning dragon corpse: Skyrim: Brutal Beatdowns - YouTube

It should go without saying that a keyboard cannot do that. It's either running or walking. Has anyone ever encountered a keyboard that does actually have that kind of delicate, more analogue-ish control over the WASD keys or the regular cursor keys?

Not that I know of. Only a controller can do that based on your description (by the way, the link in video says it is removed). Ever tried that in console ports that use controllers like The Last Remnant and it confirmed that.
