Help with challenging enemies in OOO

Here are some of the enemies I have trouble with: storm autronach (first oblivion gate), gargoyles, nether lich when he is summoning dread zombies, the two spell casters in Homestead I forget what they are called but they kite me and its hard to get them dead with their restoration magic! Also the arrow of extrication quest with the xvilae and lots of casters fighting me. Also the caster on the quest before the arrowOE (I just ran and got the stone invisible because I couldn't beat him).
My character has

Marksman 30s boosted to 40s (just for first sneak/poison hit)
Mercantile 60s
Sneak 50s
Notable Miscellaneous:
Alteration 50s
Alchemy 70s
Restoration 30s
Mysticism 25 (for soul trap)
Conjuration 40s (for scamp)
Armorer 30s
Weapon: Blade of Chorral, Shortsword (looks same class as HBChorral) with 20 shock on strike.
Armor: Mostly Mithril with ancient elder elf greaves.

As you suggested in the other thread, part of the problem is the allocation of often used skills as majors. This game punishes you for having rational characters, unless you are a pure mage.
The key to defeating undead is, not surprisingly, turn undead. You can either create a spell that turns them and inflicts damage at the same time (e.g. Turn undead Xlevel for X seconds plus fire damage Xamount for X seconds. This causes them to run away whilst they burn. A weapon can be enchanted for the same effect. Your problem here is that your level means that the opponents level is roughly the same as yours; so the spell/enchanment would have to be (roughly) Turn undead level 22 for as many seconds as you can manage plus as much damage as you can inflict for twice as many seconds (if possible), so they are still burning as they run back to you.
A storm Atronach is a bit more difficult, for one thing they are immune to electrical damage, and even worse are immune to poison. They aren't immune to fear but your illusion magick has to be high for that type of approach. There are cheese spells that you can create, but I suspect you wouldn't want to use those judging by previous conversations. Depending on where you are encountering the SA in the Kvatch gate you could try hi and run tactics, or luring it into a position where it could fall to it;s death. In case you weren't aware, the healing fountains in Oblivion gates do regenerate. I once managed to escape certain death by running around in circles, stopping for the occasional bowshot, whilst they regenerated, drinking, running like * again, and again, and again.
Magic resistance does stack, Elemental Shields also stack, and also increase armour class (to a max of 85), Never use elemental resistance if you can use elemental shield instead, although they do stack. This does make it easy to make a Dunmer immune to fire, or Nords immune to frost and shock.
The nasties that really annoyed me with both OOO and Francescos were the fake undead, specters I think they are labelled. I say fake because they aren't actually undead at all, the modders based them on NPC builds so turn undead has no effect on them, demoralise does though.
I'd suggest avoiding any more levelling up whilst sharpening your magic skills. Try wearing heavy armour and wielding a blunt weapon (or fists & feet) as well to improve you endurance and strength.
One of the reason I managed to get the better of this game is that I have a predilection for magic, and magic rules in this game. I have played as a non-mage, in fact even created a mod that deprived my character of any mana, but by then I'd figured the game out, and of course could still use enchantments.

The reason for my majors is that I am playing ngcd and realistic leveling... I guess it makes it more challenging. Thank you for the help. I don't think my conjuration 41 is high enough to turn the undead? Oh well. I can handle the wraiths but the nether liches summon loads of spectral warriors and those guys hit hard.
I did manage to take down a minotaur titan with hit and run tactics like you say!

Spectral warriors are the fake undead I was referring to that can't be turned, they are seriously over the top. The only solution I came up with for them apart from making sure they could only come at me one at a time was using either heavyweight fire spells or a demoralise/fire damage combination spell.

One desperation alternative is a damaging spell of a few second duration combined with invisibility on self for an equal time plus one second.

If you have the Orrery plugin then once you complete that quest you get access to the Orrery which grants you an ability or spell depending on the phase of the moons. One of the spells is a once a day very heavy fire spell which will kill almost anything you're likely to meet.

OOO can indeed have some frustrating battles. There's a method you can use to kill almost anything regardless of level. It only works if the target can't heal itself or if you keep it from healing.
Get the monster or whatever to pursue you and then head to the nearest door to another level or the exit. Go through and wait. When the whatever comes through after you. It will pause for a little while to "load". Give it a few hit with your weapon of choice. Then quickly go back through the door before the whatever gets a chance to attack back. Repeat.
