Help with enchanting armour past +3

I am having a small problem with crafting

When I try to magically enchant an armour to +4 or +5 it always says my caster level is not high enough.

If you read the instructions it says you need to have a caster level of 15, but even at lv 18 wizard I can not magically enchant armour beyond +3

This is in the normal neverwinter campaign.

So what is the solution, how do I create +4 and +5 armour?

".All Weapons and Armor (including shields and clothes) can have a maximum of 3 Magical Enhancements, including Base Bonus." and:

"..Filling all 3 enchantment slots (including any enhancements from exotic materials) will prevent you from upgrading any earlier existing enchantments, so upgrade the existing enchantments first before adding new ones. "

i.e. Check the number of enchantments. ;)

(..and note that it isn't the number of enchantments *you* have placed on the armor, but rather the total number of enchantments.)
