Windows 7 Home Basic LIP

Hey there all,
So my old XP OS got screwed up on my laptop and the only solution I had was to reinstall Windows. Unfortunately I was in the midst of an exchange semester in China and didn't bring my copy of Windows XP. For some reason, none of my friends or classmates here have XP either.
I ended up getting my hands on a Windows 7 Home Basic (basically the developing nation version) release in Chinese. Now here's the problem: my programs (DoxBox, Skype, basically anything I install or download) all run fine in English, but much of the core stuff (control panel, My Computer, hardware, media player) is entirely in Chinese Characters! I've looked around for a long time to see if there was any way to get a language interface pack for Home Basic, but I've found nothing anywhere.
Does anyone know if LIPs will be released for Windows 7 and if so where I could get my hands on one? Any information would be much appreciated.
