Question about % to find items *spoiler*

Ive been hunting for Item Sets. i noticed that most item sets are labelled "random" to find. Does the percentage % of finding these item sets increase when you move on to higher lvl of game play?
already know of the items that give you a higher % to find, just wondering it the lvls of play gives you a greater chance to find these items
....

I've actually found that by the time I got to Elite, my chances of finding unique and set items increased! Most of my characters have complete item sets equipped but others still need a few items here and there.

Im hoping to find the lich set. Found the complete lorethals set and my other characters have some good complete set items as well. the unique ones rock! My favorite bow in here is the bloodrose thorn, not very powerful but it looks wicked
theirs alot of good staves as well.
