I noticed in a recent fight, that Tycho would use Stimpacks and heal himself during battle, but Ian did not. In fact at one point he fled from the fight. When I checked him his HP's were down to 8.
I had both of them carrying 4 Stimpacks.

Is this the way it's supposed to be, or do I need to do something else.?

The AI of companions is quite erratic. I find it so bad that I don't even bother with bringing them along.

I remember Ian using stimpaks in my game. I took them away from him since I prefer him running away over using valuable stimpaks. His armor is only a lousy leather jacket, so he takes far more damage when aimed at than Tycho or your character wearing proper armor.
