I just arrived in Junktown, and while I was walking around exploring where things were, I ran into this guy named Phil that could not get in his house because of a dog attacking him.

He asked me to help. I walked up and tried to talk to the dog. All I got was a "woof". When I walked away the dog followed. Can't get rid of him.
I was able to click on him in steal mode, but did not try to transfer anything not knowing if I would get it back.

Is this dog a joinable character and if so what can I do with him and how do I get rid of him if I want to? And do I have to feed him or give him water? Was not expecting this

Dogmeat is in fact a joinable character. Feeding isn't necessary, you don't have to feed your character either. He'll be a loyal companion, getting him killed is the only way to get rid of him. Like your character he regenerates hitpoints over time and can be healed with stimpaks or by using other methods.
