I succesfully completed Countess valga's painting quest, I have a disposition of 68(maxed), and enough gold to buy a Chorrol House, but when I ask he she says, "Look, I like you, but not enough to talk about that."
What am I doing wrong?

Play the mini-game to boost her liking you to ... I think it's 70. Or Bribe her. Or if you can't, go talk to people until your Personality score goes up, then try again.

I alredy know what it is, disposition still too low(man, NPC's are real whiners.)
But I have a cheat to fix it.

Or just use bribes. Spells, too.

This may be slightly off topic, but you could try playing the disposition mini-game with your weapon drawn. Doing so automatically incurs a 10 point disposition penalty. And when you have the disposition maxed, sheathing the weapon will naturally give your final max disposition a 10 point bringing it to a level you wouldn't normally be able to get, discounting the use of bribes and spells of course (cheats too)
