Not that it would surprise me if it was, mind you... Seems to be pretty typical behaviour from that buffoon..

It could be an impersonator (and his imposter bodyguards & driver) like the comments say, the footage is pretty blurry and I'm not Italian so I don't honestly know. Like you say it's entirely conceivable it's genuine...which is pretty amazing in and of itself.

It's real footage. It's been discussed, analyzed, and confirmed on several blogs. It's also been shown on primetime US television, and discussed on the BBC's Real News.
And Berlusconi has laughed about it when it was pointed out, and said the equivalent of "I'm a man, what could I do?"
But I guess I shouldn't complain too much. You know, we had/have a senate filled with cynical, bribe-taking hacks and flatworld idiots, and we did have a president who was a power-mad fratboy. In those dark times, Berlusconi was one of the few bright spots, pointing out to us USians that there were some nations just as foully ruled, by a man who--if there was any justice in the universe--would be drawing a salary for cleaning out toilets.
